I can't replicate the problem following what you did exactly, the latest ARC (2014.09.27.00) works just fine. Have you tried uninstalling and reinstalling it?
i just try it works fine for me.

Windows does some strange things with cached .net assemblies. Sometimes you'll find two of the same assemblies - it's real weird. The solution is usually a reboot. Worst case is an uninstall Reboot and install
Thanks guys. I rebooted and the problem did not show up again. I had just installed the latest version. I had uninstalled the prior version months ago...
I'll take a look to see if there is any exception handling i'm not doing - but i'm pretty good at wrapping everything in TRY CATCH
